PENGENALAN GARIS PANDUAN BAHARU BERJAYA JIMATKAN PERBELANJAAN PERUNTUKAN MARRIS

KENYATAAN MEDIA

5 DISEMBER 2013

JOINT PRESS STATEMENT - WHAT WE MUST DO TO SAVE OUR CHILDREN FROM DYING IN VEHICLES

JOINT PRESS STATEMENT - WHAT WE MUST DO TO SAVE OUR CHILDREN FROM DYING IN VEHICLES

22 July 2013

The recent incident of a toddler who died from hyperthermia (heatstroke) after being left in a vehicle parked in a school in USJ 4 Subang Jaya is shocking and fills us all with grief. As parents of two young children ourselves, we cannot imagine the sorrow that is upon the parents of the little girl. Our prayers are with the family as they grieve and mourn over the loss of their beloved daughter and attempt to come to terms with what has just happened.

We need to do all that we can to ensure that children do not lose their lives in such a manner. The causes of such deaths are typically and horrifyingly either due to a parent/caregiver genuinely forgetting that the child is in the vehicle or intentionally leaving the child in a vehicle for whatever reason.

The first cause of a forgetful parent is inexcusable but research has shown that it can happen to anyone. Analyses of such cases in the United States have shown that it has happened to just about any parent, father or mother, irrespective of age, educational background, profession, ethnicity, social class or the quality of parenting. Memory experts have also uncovered that the human brain is capable of such a fault, a grave act of forgetting that your child is in the car, under certain circumstances. Stopping such cases from happening isn’t simple and requires greater effort, but we must start somewhere and we will suggest a few measures.

The second cause of intentionally leaving a child unattended in a vehicle is a criminal act which many parents are oblivious to. Parents have been seen leaving children unattended in vehicles with running engines in order to run a quick errand while some allow children to play in parked vehicles unattended. The recent case of William Yau who went wandering off from an unattended vehicle and being found dead a week later is a painful reminder that children must not be left unattended in vehicles for any amount of time.

We are hereby urging the Federal government and the respective Ministries to commit to the following actions in order to protect our children from such deaths:

Home Ministry - Release official data on the number of hyperthermia deaths of children being left in vehicles. We do not know the extent of this problem without official data. In the US alone, it records an average of 37 such deaths every year.

Ministry of Women, Family and Community DevelopmentAmend the Child Act 2001 so it specifically addresses the crime of leaving a child unattended in a vehicle for any given period of time. The current clause of leaving a child without reasonable supervision needs to be less ambiguous and place a greater emphasis on ensuring the utmost safety of the child.

Road Transport Department (JPJ) - Immediately incorporate into the driver’s education curriculum the dangers facing children in vehicles. The Road Transport Department must ensure that every learner driver is made aware of the basic principle that the vehicle is not a safe place for children.

Health Ministry - Immediately incorporate into neonatal and parenting courses in all hospitals the dos and don’ts of caring for children in and around vehicles. Every new parent must be aware of the dangers.

Education Ministry - To provide crèche and childcare facilities for the children of staff and teachers. An examination of media reports have shown that a large number of cases of children being left to die in hot vehicles occur in parking lots of parent’s workplaces as parents have forgotten to drop off the child at a private childcare centre. Basic childcare has to be made accessible in our public schools and we must start with a facility for the educators. This will in turn spur private employers to begin offering such facilities as well.

No child deserves to die at the hands of their parent and no parent deserves the pain of having unintentionally causing the death of their child. We must arrest this problem now and we urge all sectors of society to contribute to raising the awareness of this issue as more can be done and help save the lives of our children.

BN rejected our offer for chairmanship of Public Accounts Committee in Selangor

Veteran Selangor lawmaker Ng Suee Lim (DAP-Sekinchan) was appointed chairperson of the public accounts committee (PAC), after state opposition leader Shamsudin Lias (BN-Sungai Burong) rejected the offer of the post.

At the sitting today, Selangor Menteri Besar Abdul Khalid Ibrahim moved a motion to establish the PAC, as well as proposed seven assemblypersons as its members.

NONEApart from Shamsudin, the others named were Amiruddin Setro (BN-Jeram), Amirudin Shari (PKR-Batu Caves), Lee Chin Cheh (PKR-Kajang), R Rajiv (DAP-Bukit Gasing), Mohd Shafie Ngah (PAS-Bangi) and Ng (right).

Shamsudin asked for the motion to be debated when speaker Hannah Yeoh instructed the House to vote on the motion.

NONEAfter Yeoh (left)rejected the request, he registered his objection to his nomination and asked to be retained as only a committee member.

She then asked Khalid to submit another name-list, which then proposed Ng as PAC head. The House approved the motion.

Later during the sitting, Ng slammed Shamsudin for rejecting the appointment which is a convention in many Commonwealth countries.

“Why? We want to create a state assembly which practises healthy democracy. The opposition has to help, don't just object ....,” he said.

NONEShamsudin(right) denied that the opposition is not committed to a democratic assembly, noting that BN assemblypersons have accepted membership of other special committees.

“If you really practise democracy, I have the right to accept or decline the menteri besar's suggestion. This is democracy,” he said.

Senior state exco member Teng Chang Khim later moved a motion to establish a Special Select Committee on Competency, Accountability and Transparency (Selcat), with Yeoh as its chairperson. This too was passed by the House.

The Selcat members comprise Nik Nazmi Nik Ahmad (PKR-Seri Setia), Dr Abdul Rani Osman (PAS-Meru), Saari Sungib (PAS-Ulu Kelang), Azmin Ali (PKR-Bukit Antarabangsa) and Sulaiman Abdul Razak (BN-Permatang).

Another seven special committees were created, including new ones on poverty eradication and assembly management that are led by Saari Sungib and Yeoh respectively.

Press Statement on my nomination as Speaker of the Selangor State Legislative Assembly

I am deeply humbled by the announcement regarding my nomination as Speaker of the Selangor State Legislative Assembly.

Pakatan Rakyat has once again created history by nominating the very first woman Speaker for a legislature in Malaysia. I will officially be elected as Speaker when the State Legislative Assembly convenes.

While I am not sure I am deserving of such an honour, I am fiercely proud to be part of a coalition that has proven time and again its firm commitment to gender equality and promoting women to leading positions in public service. This is further validated by the appointment of 4 women EXCOs into the state government’s new line-up, a composition which we have retained since 2008.

I would also like to congratulate the new Deputy Speaker, YB Nik Nazmi Nik Ahmad on his nomination. By nominating us who are both under the age of 35 to these two positions, Pakatan Rakyat demonstrates its confidence and faith in young leaders as well as in their ability to play key roles in continuously developing a healthy democracy in Malaysia. We pledge to hold steadfast to the idealism and dynamism of youth, while ever building upon the wisdom of the more experienced among us.

In particular, I would like to state my appreciation to YB Dato’ Teng Chang Khim, who has set a sterling example for a Speaker and has raised the standard significantly over his tenure in the last 5 years. The reforms initiated by him have gone a long way in nurturing a more genuine democracy and l look forward to continuing them. Our quest is to continuously strengthen the legislative assembly for it to be as effective as it can be in fulfilling its functions of providing oversight, representation and lawmaking.

Lastly, I would like to sincerely thank both DAP and Pakatan Rakyat for entrusting me with such important work and reaffirm my commitment to serving the Selangor State Legislative Assembly, the people of Subang Jaya and all citizens of Selangor.

Manufactured water crisis?

My press conference with Tony Pua this morning

My press statement:

I refer to the Bernama news report dated 18 May 2013 which reports the most recent statement by Syabas on the latest water supply disruption episode.

Syabas has initially said that the water disruption in Subang Jaya (since 14 May 2013) was caused by the hot weather in recent days. Subsequently, as reported in the Malay Mail, Syabas blamed the water disruption on "excessive usage of water" by the residents. And now, Syabas is saying the water treatment plants have reached maximum production levels.

I call upon Syabas to do the followings:-

(a) release all data to justify their reasons above. The data from Syabas must objectively indicate how long did it take for the water level in the reservoir to drop, what time-frame are we dealing with here, 5 minutes or 5 days? Based on the data, could early notice have been provided to affected residents? What amounts to excessive usage of water and how much increase in usage has there been from average consumption?

(b) improve the services of their call centre Puspel in dealing with the expected volume of calls during episodes of supply disruption. Calls from residents to Puspel have gone unanswered and my office have been inundated with residents' complaints on this matter.

(c) water tankers must be dispatched automatically to all affected areas according to Syabas' data without  having affected residents making redundant requests for water tankers. As a service and distribution company, Syabas' primary duty is to ensure uninterrupted supply of treated water to customers and in the event of a disruption of any kind, to provide immediate and effective remedial steps without the need for unnecessary customer intervention. It also goes without saying that water tankers must be dispatched during times when customers are able to access it and not during the wee hours of the morning when most are asleep.

All of the above have been raised before when a similar water disruption happened in Subang Jaya in 2011. Clearly there have been no improvements by Syabas since then and it exposes the incompetency of Syabas as the sole water distributor for Selangor.

And now with Syabas seemingly speaking on behalf of water treatment companies (Puncak Niaga, Splash and ABBAS) in its latest statement, this begs the serious question of whether this is a manufactured water crisis to justify the award of the Langat 2 water treatment plant which is expected to be announced soon? Syabas needs to cease politicising water as it is a basic essential and tens of thousands of residents have been greatly affected. We the residents of Subang Jaya will hold Prime Minister Najib Razak responsible for holding the residents to ransom and using water as a political tool.

Syabas should be more prepared, says assemblyman

Press conference with Wong Chen on 16 May 2013

Article in the Star
TAPS in Subang Jaya ran dry this week due to low water level at the Lapangan Terbang Subang reservoir.
Thousands of residents were left high and dry as the disruption in water supply occurred without notice.
In a statement, Syarikat Bekalan Air Selangor (Syabas) said the shortage was due to high demand during the current hot spell.
However, Subang Jaya assemblyman Hannah Yeoh said she found the reason unacceptable.
“It was just two or three days of hot weather and not a prolonged period without rain.
“If Syabas knows the water level is dropping, it should quickly source for alternatives,” she said.
In the statement, Syabas said about 15,000 accounts in SS12 to SS19 were affected.
It received 260 complaints from consumers.
Yeoh said many residents complained that calls to Puspel, the helpline for Syabas, went unanswered.
“My office was flooded with calls instead, and we had no answer for them,” Yeoh said.
Although Syabas said it had allocated 10 water tankers to be dispatched to the affected areas, Yeoh complained that the tankers were only sent to residents who requested for the supply via SMS or Twitter.
She said Syabas should take the initiative to plan the distribution of water to affected areas instead of waiting for the residents to contact them.
Yeoh said that water supply in SS14 and SS15 resumed on Wednesday afternoon and in SS17, SS18 and SS19 on Thursday morning.
Yeoh said she had raised the same concerns in April 2011 during a water shortage, but that such problems persisted.
Kelana Jaya MP Wong Chen, meanwhile, rapped Syabas for not fixing burst pipes.
Wong said he hoped the newly appointed Energy, Green Technology and Water Minister Datuk Seri Maximus Ongkili would take a moderate approach in handling the water issue in the Klang Valley with the state government.
Meanwhile, Yeoh said her service centre at 113A, Jalan SS14/1 in Subang Jaya is open from 10am to 5pm from Mondays to Fridays.
The office will also be open on Tuesday nights from 8pm to 10pm after the swearing-in ceremony.
Wong said he would most probably set up his service centre at the unit above Yeoh’s office.

GE13: Syabas: Water disruption due to excessive use

Article in the Malay Mail

water disruptions in Subang Jaya since 2008 have left residents wondering if they are being punished for voting for Pakatan Rakyat (PR).

WATER WOES: Residents with buckets in hand wait patiently for the arrival of water trucks — Pic: SHAHIR OMAR
Subang Jaya assemblyman Hannah Yeoh said this question was posed by residents to Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) through its Pusat Perkhidmatan Pelanggan (Puspel) Twitter account.
“These are ordinary responses on twitter and people are asking “Puspel are you punishing us?” because why is it that only after 2008 we are facing this,” she said.
The second term DAP lawmaker was first elected during the 12th general election, in 2008.
Residents in SS12 to SS19 had faced water disruption recently.
According to Syabas, 15,000 households were affected but Yeoh believes more were hit because some homes utilised bulk meters.
Syabas attributed the disruption to the current dry spell but Yeoh said this was unacceptable as there were only two or three days of extreme hot weather.
“We are not even talking about prolonged weeks without rain and this hot weather was not just in Subang Jaya, it was hot in KL also… but how come other people did not experience water disruption?
“And how long did it take for the water level to drop? Was it five minutes? Or was it half a day? Because … there was no prior notice,” she said.
Yeoh said residents were also unhappy with the short text messaging system (sms), which put the onus on residents to alert Syabas on where to deploy their water tankers.
“Don’t wait for people to call you and request for water tankers,” she said.
However, Syabas corporate affairs executive director Abdul Halem Mat Som said sms was used when residents missed the scheduled water tankers.
“Of course, Syabas will deploy tankers to places we know where there is water disruption but sometimes, the people miss the scheduled tankers, that’s when they text message their street address,” he said.
Abdul Halem explained the reason for Subang Jaya’s frequent water disruption was because of the excessive amount of water being used.
“The reservoir dropped faster than usual, which shows people are using a lot of water and it is frequently happening in Subang Jaya because the demand is higher than the supply,” he said.
Abdul Halem said there was no prior notice because they did not expect water to drop so drastically.
“It is not due to problems such as broken pipes. This is due to excessive usage,” he said.

Kecewa dengan khidmat Syabas

Kecewa dengan khidmat Syabas

HANNAH

Press statement on fake DAP & PAS banners

Press Statement dated 8 April 2013

Over the last weekend of 6-7 April 2013, banners purportedly bearing messages from DAP and PAS have sprung up all across DUN Subang Jaya. These banners bearing photographs of Sdr Lim Kit Siang and Dato' Seri Haji Abdul Hadi bin Awang with their respective party symbols carry different political messages which are aimed to mislead voters ahead of the 13th General Elections.

Pakatan Rakyat Kelana Jaya detects the work of our political opponents here and strongly condemns such cowardice act of impersonation and manipulation. We call upon our political opponents, Barisan Nasional Kelana Jaya and the prospective candidates from MCA and UMNO to commit to a clean campaign. Even before the start of official campaigning, Barisan Nasional Kelana Jaya has already displayed the nature of dirty campaigning which they will be resorting to. We pledge a clean and fair elections and we in Pakatan Rakyat will not tolerate anything less.

DAP banners and flags have also gone missing within a day of being displayed for the launch of our elections operations centre while BN flags remain untouched. Why is MCA and UMNO Kelana Jaya so afraid of the DAP flag? We in Pakatan Rakyat Kelana Jaya are amazed that BN has not learned its lesson from 2008. They should not fear our flags, but instead fear the power of the people.

We hereby remind Barisan Nasional Kelana Jaya to stop employing dirty tricks and it is about time that the leaders of MCA Kelana Jaya begin assuming responsibility for the misconduct of their members and supporters. Our residents and supporters in Subang Jaya have been placed on high alert and will be monitoring the streets right up to polling day. We will not hesitate in naming and shaming the responsible culprits should they conjure up more dirty tricks.
